Young people and operators interested in setting up a project should complete
the relevant application forms and follow the application procedures which are
explained in more detail under each Action (see chapters C, D, E and F), as well
as in chapter H for third-country cooperation.

At national level
The vast majority of funding applications is processed at national level by the
National Agencies. Projects are selected by national selection panels, which are
composed of people familiar with the youth field and youth activities.
Selections are made in accordance with the European Commission's guidelines. |
At European level
However, a number of specific project types - such as cooperation projects with
third countries and Euro-Med partner countries, Action 2 Europe-wide projects,
as well as projects presented by European non-governmental organizations (NGOs)
- are dealt with directly at European level and are selected by the European
Commission. The selection panels then consist of representatives from the
European Commission, the National Agencies, the National Coordinators and the
European Youth Forum.
